It happened in front of a plaza near Lawrence Avenue and Barrymore Road at around 2:10 p.m.
Paramedics say that the victim, believed to be in his late teens, was conscious and breathing at the scene and is currently in stable condition.
Police say they are searching for two who were last seen heading southbound on Barrymore Road.
The suspects were initially described by police as black and wearing grey hoodies and grey track pants.
Speaking with reporters at the scene late Friday, Sgt. Jason Hillier said that investigators have already taken a “quite a number of statements” from witnesses but are appealing for more information.
Hillier also said that investigators are working to determine whether surveillance cameras affixed to the front of the plaza captured any part of the shooting.
“It is obviously an active investigation,” he said.
